Existe um modelo ideal de banco de desenvolvimento? Uma apresentação histórica comparativa para os casos de Brasil, China e Índia
Resumo
RESUMO
O artigo faz uma apresentação em perspectiva histórica comparativa dos sistemas de financiamento de longo prazo de três países – Brasil, China, Índia – pertencentes ao denominado grupo dos Brics, representados pelo Banco Nacional de Desenvolvimento Econômico e Social, o Banco de Desenvolvimento da China e o sistema de Instituições Autônomas, respectivamente. A análise busca demonstrar que, embora o financiamento de longo prazo seja essencial para o desenvolvimento econômico, não existe um modelo ideal a ser seguido, isto é, em termos do plano estratégico a ser adotado ou na forma de sua estruturação passiva, portanto, dependerá dos fatores necessários para o processo de mudança estrutural e do momento histórico de cada país. Assim, busca-se também apontar os pontos de convergência e as divergências no que diz respeito aos seus processos de formação, objetivos estratégicos e perspectivas futuras.

ABSTRACT
This article offers readers a comparative historical perspective of the long-term funding systems of three countries, Brazil, China and India, members of the so-called BRICS nations and here represented by The Brazilian Economic and Social Development Bank (BNDES), the China Development Bank and the system of Autonomous Institutions, respectively. The article seeks to demonstrate that although long-term funding is an essential component of economic development, there is no ideal model to achieve this. In other words, in terms of the strategic plan to be adopted or the way in which it is passively structured, such a model will depend on factors that are essential to the process of structural change and to the moment in time of each nation. Thus, the article also attempts to highlight the points of convergence and those of divergence relating to each nation’s development processes, strategic objectives and their future prospects.
